Unless The job description stated that you can work remotely if not one of the first advantages of getting the job is to be a resident of that area so that it will be easier for them to get to you and you to get to the work place on time, because there might be a higher possibility that they can't be offering a job and accommodation all at the same time as their new employees. That will be a double expense for the company, especially for a company that's just starting up and whose capabilities have not yet been defined.
 
It's a new welcome development in that area.
