This is a nice illustration but I debunk it and I must also tell you that there is different between a fisherman and a fishmonger. A fisherman calculate the time when the fishes would come to the particular spot which is the calculation of the rising and falling water. There are sometimes it is good to cast the net in the river when the water has decreased so that at that time all the fishes that were in the holes would come out to the main river for them to catch and when the river rises again the fishes would return back to the holes and the fisherman would not catch any fish again therefore he would go home, and the buyer of the fishes would come to buy them whenever there is fish so even the buy have wait for the availability of the fish and even the fisherman have to wait for the water to go down before going to the river and fish. Yeah actually I like your quote because in times of investment decisions one of the major fact to consider is if what they intend to invest on is worth it or not, however after asking yourself this question and you realizes how potential it is to invest on it, I see no reason why they have to wait for the price to get to a certain level before they could start investing on it, just like you have explained so many persons has been waiting for Bitcoin price to fall since when the price  was still at $26k then and instead of dropping the price keep increasing and now look at how far the Bitcoin price has gone and the accumulation opportunities most people has missed and perhaps if they keep waiting for the dip they may end up not getting any Bitcoin at all.
