Yes, you can use Bitaddress but it doesn't support SegWit. It's open source so you can download it from Github and execute it locally, you shouldn't do it from the site itself[1] Also, make sure you stay away from BitcoinPaperWallet[2]

I believe you already know about why most bitcoiners don't use paper wallet, else I will advise you to go through this thread https://bitcointalk.org/index.php?topic=5434799.msg61597989#msg61597989

Like OmegaStarScream said, Bitaddress is the best, its more secure using it offline and I don't think there is any other alternative to use while the other two most popular BitcoinPaperWallet and WalletGenerator are malicious even if you are using them online or offline.

Which one is the best offline Paper wallet ?
It depends: Do you want to create a physical piece of paper, or do you just want to create secure cold storage? Or maybe you're just trolling asking questions you can easily find an answer to, or trying to create as many topics as possible hoping to earn Merit.

Download an open-source trustworthy wallet like electrum or sparrow, run it on an air-gapped device and generate a wallet.
In this way, you can have a large number of addresses all generated from a seed phrase. You will also have a master public key which can be used for generating your addresses without any need to your seed phrase.
Write down your seed phrase on a piece of paper. (It's recommend to keep multiple copies of your seed phrase in different places.)

This would be much better than a wallet with single private key and address.
Writing down a seed phrase is much more easier than writing down a private key and you won't have to generate a new wallet every time you need a new address.

I don't understand what you said above you want to generate a public key from an offline Bitcoin Public Key Generator.
I think you don't exactly understand how BTC address and private key works?

About Electrum what step did you do why it only generate a legacy wallet?
If you are using the latest version of Electrum it should generate a segwit address and then you can later able to export the private key by going to menu> wallet> private keys> export to backup all segwit addresses in csv or json format you can print it if you want just make sure all these processes are offline.

Why can't they download bitcoin core? By "download", do you mean downloading the block chain or downloading the client app? You realize you don't have to download the whole blockchain to create a simple private key right? You can do it right away after you open the core app. If you really mean people can't download the client from bitcoin.org, then your next best bet is electrum. You can write down your seed words and as long as you know those words in order, you will always be able to access your funds.

"custom build address" I think what he wants to generate is vanity addresses, and not segwit addresses.

@OP You don't need to pay, certainly not to generate a wallet. Be that a custom one, or a segwit/legacy address. Could you please give more information on what you're trying to achieve?

Now I get it so you are looking for an alternative tool where you can generate a vanity address the old vanitygen only supports legacy addresses but there is another tool that works the same as vanitygen that supports bech32 addresses and can be run with GPUs to speed up the process the tool called VanitySearch check the link below.

For a vanity wallet (custom wallet) there are no straightforward services at the moment.

If you just want a cold wallet I'd second pointbiz's bitaddress.org

I've personally picked apart most of the source code and the projects solid.

Watch out for typos in this field. Don't end up on a 3rd party site. Use the site as an offline page and preferably on a  computer that will never see internet.

I'm questioning why would you want to still use paper wallets and/or vanity addresses (if the latter is OP's intention, actually)?

It's easy to screw up with the secure creation of paper wallets and also with their secure storage. You can also screw up with later usage of a paper wallet if you don't understand how Bitcoin transactions work.

While the code of pointbiz's bitaddress.org is OK and I would trust it for small amounts, it's still relying on Javascipt CSPRNG randomness which quality is Javascript engine dependent and could potentially shoot you in your foot.

Other paper wallet generators could be rigged. I would never use something which is closed-source and hasn't proven to be legit over time (and reviews). It's not sufficient to run them on an offline system to be safe. If the generated private keys use some rigged, non-random algorithm that appears to be random but in reality isn't, your coins won't be safe even if you generated your private keys completely offline.

So, why bother with paper wallets? More can go wrong than go well. My opinion... If you know exactly what you're doing and do it right, it's fine (and only then!).

Vanity addresses? Same applies to those and additionally they encourage address reuse.

If safety and versatility is of priority, decent hardware wallets are a better choice if used properly (not speaking of Ledger crap here).
