This has reminded me in my university days on a borrow course title Adult Education. In that course a question was asked, "who is and adult"? And really who is an adult is unknown till date. What you said about the age in university might misleading because in nowadays under age years students university are more than the real age people. A cousin of mine entered school with me in the same time and  I was about 28 years as of then while he was 14 years. And he finished school at the age of 18 years. And this deception also happens in gambling field. Yes, because the government only thinks that adults can control themselves completely and gamble responsibly, even though they can't do that at all just because they are adults, after all age is actually not a benchmark, anyone can gamble to win, even underage people are still many. we find gambling out there easily, for example porn sites, maybe every site will ask visitors before accessing it whether you are 18+, I'm sure they can also access it easily and they still have to be responsible for what they visit and play. .

it can't be possible because right now many people fakes their ages because most of them wanted to do what others are doing and some really want to grow above their age (like fast forwarding their won clocks ) it's easy to do only there's because they might have control of there's but won't have control of others. I will reply with a following example, but please dont go deep into kids and gambling topic, it is not about that.

Lets take video games as an example. Take any grandpa or grandma and put them behind a PC, give same PC to a 10yo kid, and give them task to install something. On one hand we have adults, who seems to be experienced in life, knows how to read, probably google and etc. On the other we have a kid whos life experience is way lower than his grandparents. But that kid will get with PC quicker than they.

With this I want to say that for some actions age isnt proper way to evaluate ability to do something. What if one person has spend whole life in Vegas with parents who gamble, and other spend whole life on a island in jungle with bow and spear. First kid is 15, second is 20. Both have equal amount of money. Who you think is going to lose them all faster?
