The problem with developing and underdeveloped countries is that square pegs are found in round holes, meaning that most of their leaders are not competent to lead their economy into prosperity, because most of them get into government through dubious means. In the case of Nigeria, and other developing countries, the root causes of their problems is also corruption, they know what to do to better their economies, it's not rocket science, but they won't do it because it'll mean that they can no longer enrich themselves dubiously. I don't know about kakistocracy, but living in Africa, I know that the root causes of our poor governance is incompetent leaders and corruption.
Mate you've said right, Africa continues to breed corrupt leaders, they are ficking blessed with everything they need to excel and be one of the best countries in the world but their leaders are far too greedy to see this possibilities, you would see foreign companies given contracts to construct roads when they have tons of civil engineers that are capable of doing it, I think the slavery mentality hasn't left them ever since and they enjoy selling themselves off to other persons.
I watched a clip where all the un nations presidents and reps gathered, the African presidents were looked down on, they were treated like mere persons, its just so foolish how grey haven't learnt from the humiliation they are receiving from other countries.
