When I power my S17+ to use the control panel via ip, the first minute is ok, but then the fanspeed goes very loud and fast

is there a way I can stop this whilst I do not need to hash?

or stop fans completely

Completely stopping fans from working will lead to an increase in temperature, which will shorten economical life-span. Do not try to stop the fans and always keep the temperature below <70°C.
Adjusting the fan operation options and setting it to 80%-90% will reduce the noise somewhat. If the option is not present, try adjusting it manually as shown here

nice screenshot
Hes talking about stopping fans whilst the miner is offline and not hashing. Theoretically it shouldn't effect lifespan as the chips are not calculating.
