Exchange shops you mean? What happened to the Internet? You can use the Internet to sell coins (any amount you want to sell).
Well there is no harm in that, if someone gives you a thousand dollars worth of crypto and you have to pay a hundred that means you gained some cent from the transaction. However there is no crime in that, if you have the $900 to give to the person just go along because you are gaining, besides it's a crypto currency not fiat, you can't tell if the coins will high.
In this situation I see that the person is really in need of the money that's why he's looking for means to exchange his crypto for fiat, as a smart person you have to buy from them and save the coins. Just buy the coins and save them on electrum Bitcoin wallet, if you want to sell then you have to use a good exchange.

It is obvious that since there's problem in that country many exchange that is officially known by the government of that country will not work appropriately because the system will be against them and beside their network will not be effective so therefore I will advise whoever that is living in that country to download other exchange app in which other people in different countries is using except the official exchanges that is well recognized in your country it will be difficult for you to know the exchange that you will use except you ask a question

OP, I would suggest, if it's not a pressing need you're using the cash for, to relax and don't sell off yet. Wait awhile for maximum benefit. Again, your government may even decide to relax her regulation on cryptocurrencies before long. Well I have no idea about exchange shop,but I will advice they wait for some while they shouldn't be in hast to sell the coin,who knows if they will open the exchange shop anything soon,and by then they must have sell the coin at a lower price.and the person might be patient enough to reserve it for a very long time, I guess the exchange shop will be open by then,and the profit is going to be massive.however I will advice they hold on to it, or better still they look for a different exchange that can give them that exact value.

Op I understand you and the exchanges probably closed their services because of obnoxious policies but even at that you can use decentralized exchanges instead of depending on centralized exchanges to sell your coins. And if $1000 minuses $1 then it becomes arbitrary trade therefore everyone benefits from the transaction. But the best place to sell bitcoin in that situation is using DEX. But if you are not in hurry bro sell then hodle. And buy more and keep it in your non custodial wallet.

If you have $900 in cash, exchsnge it because you already have a profit of $100. But since you mentioned that in your country you cannot withdraw crypto into cash because exchange shops have closed, expect difficulty in exchanging that $1000 USDT into cash. Good question, what happened to online exchange, that will give you your desire at your own comfort.
