my s17+ powers on, and every 10 seconds sounds like it tries to make fans speed faster but cant, then this process repeat, also the leds go off and on again.

I visually inspect control board but cant see any problems, also cleaned board with alcohol.
I have tried to reflash using a 32gb sd card and downloading firmware from

S17+ from list, select firmware button, downloaded

sudo mkfs.fat /dev/sdd
lsblk -f //confirm fat32
Copy
Antminer-S17+-user-OM-202006021031-sig_5968.tar.gz file and unzip to sdcard base directory.
Insert sd card into conrol board and power up.
When I do this, both the red and green status light remain green forever... I think they are supposed to go off?
