I've tried search, and looked through some boards, but there doesn't seem to be much since 2017.

I guess it's still under the Bitcoin technical board. 
There have been suggestions for a lightning network subboard before here: https://bitcointalk.org/index.php?topic=5344184.0, but no positive progress has been made.

There has been released requests for a LN childboard which have not been granted as yet. The chances of such a board is slimmer now cause discussions around it have thinned out of recent.

Where to discuss it will depend on what exactly your post content is about;
• For basic discussions: Bitcoin discussion board/Beginners & help
• For more complex subjects: Bitcoin technical support/Development & technical discussion

I've got a spare VPN hosting plan, and I was contemplating running a lightning node on it. However, it looks as if I will have to run a full Bitcoin node alongside it, so the storage cost would rule that out.

How about running a pruned node instead and determining how much storage space you want to give to the node yourself. I remember reading a long time ago that it was possible to do with the lightning network as well, but it required some extra configuration. People who know more about this than I do could certainly help you.
