There's a lot of trusted VPNs out there; why try those first before doing this? Because honestly, there's a risk in doing this. Yes, maybe the OP will not want to see the details of others, but to me, it's impossible. Once the account is in the OP, he can see the details of the person who created it. Also, there will be a point where the website will randomly check for KYC again. That's a part of their security. If that happens, then the OP needs the person again to make it verified. And also, even if you have a verified account on that website or stake.us, are you sure that you can access it in your country?.

Exactly its hard to bear the responsibility of the action done by OP especially people don't know him and what possible action he want to do. $25 offer is nothing with possible huge stress it could possibly bring if OP will laundered money and if certain investigation will happen those used name will float up so for sure those people who sold their account will be at huge risk to be in big problem regarding on those situation. So selling identities just for a little money is a big no that's why people should take responsibility to be safe and find other means to earn. If they think nothing serious will happen to them for doing this then maybe they should dig deeper information about the risk of such condition so better not to do it and just stay away on this even if someone offer them a huge amount of money since the intention of those people who buy some account is really shady.
