I would imagine that the rest of the amount might be reserved to pay for the fees? have you tried sending to see what amount is going to show as fees?

1.286 mBTC equals 0.001286 BTC. 0.80379 mBTC equals 0.00080379 BTC.Subtracting it will give 0.00048221 BTC. If Bitcoin is at $64200, that is $30.95 which I think is too much as fee.

I think that should not be because of fee if 1 input and 2 outputs at 51 sat/vbyte is around $4.58 in fee right now as a high priority. But maybe the transaction will have high inputs that can make it as that costly in fee.

What that can happen also that can cause it is if he freezed UTXOs or addressees that contain coins. I will advice the OP to check coins tab for any address freeze and coin freeze.

This is quite common with most wallets Op that max balance you can see is known as the spendable balance. In normal mathematical or literal sense , it's your total available balance minus the estimated fees required to spend it. In other words,
Fees + spendable balance = total balance.
In some wallets, especially mobile wallets the spendable balance is quite dynamic and changes based on the average transaction fees at that time. Meaning the higher transaction fees are the smaller the amount the wallet will estimate as spendable balance.

Also make sure to check if you are not viewing the balance of single child wallet instead of the total funds in all the child addresses.

I think OmegaStarScream is right but the transaction fee seems a bit high unless you have multiple uTXO.

Why not add more details about the current status of your wallet if it has multiple outputs because the size of your transaction affects your fees if you have many uTXO then you'll pay a large fee which is why it deducts 1/3rd of your total balance.

I suggest review your transaction if you are using a desktop version when you click the pay button the fee slider will pop like this below

You can adjust it to lower but take note if you pay a low fee the transaction might stuck you need to pay a recommended fee suggested by mempool.space or better wait for a few more hours or a day and only make a transaction when the network is less congested.

1.286 mBTC equals 0.001286 BTC. 0.80379 mBTC equals 0.00080379 BTC.Subtracting it will give 0.00048221 BTC. If Bitcoin is at $64200, that is $30.95 which I think is too much as fee.
I think the transaction has 9 inputs and 1 output (because of using max there will be 1 output) The address type is P2PKH which gives us about 1376 vbytes which would be equal to 0.00048608 in transaction fees.
The number of inputs may be larger if the transaction has a different address type.

My electrum History tab shows 1.286 mBtc. But when I choose 'Max; on the send tab, I only get .80379?

Just hit the "Preview" button. You will then see all the details of your future transaction, including all the inputs and outputs, which will help clarify things for you.  Also, make sure you are not using the "Coin Control" and "Freeze" functions in your Electrum wallet.

It's quite complicated; the computed value of "max" is based from the last fee rate slider that you've set.
So, if you've previously set it to an expensive value, it'll automatically consider the fee rate in that range to your maximum send amount.
'Fee rate' is 'sat/vB' so the to-be-deducted 'fee' is also based from the computed size (vBytes) of your transaction (can be seen in the next window).

Pro tip: If you're on Desktop, after clicking "Max", hover your mouse over that button and click on it again until a tooltip shows up.
It'll show you the fee that was deducted from your total amount, that should answer this topic's question.
Of course, that's not final since you can adjust that after clicking "Pay..." and/or "Preview" in the next window.

Could be that you have a 2fa wallet and 2fa fees account for the difference you see there

I originally though of that but dropped the assumption because the difference didn't reached the minimum 2fa fee of "per 20 prepaid transactions" which is 0.0005BTC.
Then it also deducts the fee which should make it way lower than the resulted amount.
