You may have to trade the rout of centralized exchange if you want to use credit cards to purchase bitcoin,  also you have to make sure if your country law supports the use of credit cards to buy bitcoin.

OP said he is from India and buying Bitcoin with a credit card is legal in the country. Which entails that he is not violating any law. OP's problem is the 12% charge associated with the transaction, so he is seeking for other cheaper buying avenues from other countries.

Keep in mind that when you are going to buy Bitcoin with your card, you have to undergo verification, so you need to provide your identity. Also, there will be a charge for your purchase. I think a more easy option for you is to make a P2P purchase. So you can avoid a lot of hassle when buying Bitcoin. Even you can seek on the forum Currency Exchange section to purchase Bitcoin by cash. Just make sure the seller is trusted; otherwise, use an escrow service. So you are safe. 

Also know that some people don't care about undergoing KYC in centralised exchanges. They are comfortable to give out personal information to centralised platforms regardless of the consequences. They are also willing to go through the cumbersome process of registration and verification of account. The forum will be a good place for him to buy Bitcoin and there also available reputable escrow services.

Are you strictly bent on it being credit card? If you aren’t, you can try other methods of buying like P2P which doesn’t charge you the percent like with your card. You can check Binance P2P (Binance accepts card payment BTW), or you can check other options from this topic https://bitcointalk.org/index.php?topic=5471049.0

Actually im from middle east, India my country has 12% premium above preev rate so p2p is out of question.

I am not sure I understand what you mean. If you were to do P2P, bank transfer is the likely option and the bank wouldn’t know who you’re transferring to nor why you’re transferring it. Or does your country charge the 12% based off on every bank transfers? That can’t be.

@OmegaStarScream's advice is the best one that you can do OP, just do plus those exchanges recommended were really good so you're going to be fine. Since you're already here in the forum, try out P2P here, just make sure to do escrow so you don't risk scams or you can do P2P with trusted users here in the forum. I don't know if you don't want to comply with KYC policy as most exchanges are going to require you to do that and it's probably a must for you to know about it so you don't get caught off-guard.

Really weird for me too, I don't think that banks would know who you're transferring the money to but the why isn't going to be clear and that 12% charge for each transfer? That's a bit much if you ask me. Say, you transfer $100, you have to pay $12? Is that how it is because if it is then that's just absurd fees.

You can buy bitcoin with cash using Peach Bitcoin app and you don't need to perform any verification with some daily limitations.

I checked peach bitcoin's accepted payment methods^[1] but they doesn't have credit card payment. Although if OP is open for bank transfers then yes it could be possible but still depends on his/her currency. OP can check this gsheet before from peach bitcoin's platform.

You have to pay the fees if you want to buy it through any exchanges with KYC. If you want to avoid the high fees then private deals or P2P deals are the ideal ones. Currently I have been using Binance and Paxful for the P2P deals, so you can check if credit card services are still accepted there or not and buy the Bitcoins from there. This is the only affordable way of buying the Bitcoins with a credit card.

He can do cash payment deal with other person using Peach Bitcoin via meeting, this is even better than using credit card payment.

For other methods I remember that Coingate is offering Bitcoin purchase with credit card, but I would probably wait for current crazy transaction fees to cool down before doing this.
