It's too late if he hasn't bought before the bitcoin price drops to $56,000, market is back again after a lot of money doing inflow again. Altcoin isn't a thing to buy and accumulate just as someone who is doing DCA on bitcoin, due to lack of trust in altcoin people don't put interest in doing DCA for altcoin instead they preferred doing that with BTC since it has already been established and trust has also been built up than altcoin. Most of the old reputable altcoin can be acquired through DCA but I won't encourage people to try that with newly launched project since you can't really detects the future of that coin/token.
