It's worse than you think. Those kids are not gonna quit even if someone talks to them about the damage it's doing to them  since they were already exposed to it earlier. Yess you got that right but you been at the age of 18 you still won't be able to gamble if you don't have money and at the 18 I don't think that a well learned parents will ever allow their child to gamble even when the child is up to 18 years.
