You are asking a rhetorical question here. Should kids/teenagers be allowed to smoke, drink alcohol, watch porn? Of course not, but the teenagers are doing it anyway, because nobody can stop them.

17 is acceptable for most of the countries and cultures that they are starting to think and act like a young adult.

It is very unethical to let underage children gamble in public places, especially if they are still wearing school clothes. Each country has different regulations, but what is clear is that if children are still in school, let alone wearing school uniforms to this gambling place, it is an unethical action. Gambling houses should place restrictions on visitors entering and gambling.
