Not much difference imo considering Binance were not interacting with different "government" of Nigeria. There is only one government and I'm not surprised that they'd ask for a bribe because it's a normal occurrence. Members of police force and the efcc often take bribe to "close" cases before they're registered as an actively investigated issue.

This allegation really strong to swallow whether na true or not as binance oga alleged but if you come shift face look the nature of the country and the people inside person no get any option but to believe say this request for $150m na true. I saw in the news also when binance was accusing the Nigerian government of asking for bribe. News like this will just lay low and we will never get to know the outcome of it, do we even care about it? In a working system, the method that was used on those binance official might have not been the best way, they are better ways to that and the government will greatly benefit from it. Just by delisting naira p2p is not enough for whatever you want them to stop using their exchange for in your country when you don’t have clear facts to back up your claim. Stories like asking for bribes is what they mostly end up with. I am not going to side any side on this claim but I just know that, if there was no any request for such it would be so disgusting of binance to release such against the government.

The Federal Government has described as blackmail, the allegation by the cryptocurrency exchange giant, Binance, that some officials demanded a $150m bribe to settle the criminal charge filed against the firm.

To every action there is always way of mediating peace or calming down the action , what you point out is the real facts when issue has gone to the point of money it's a clear show the the problem is resolves half way.
