Yes of course. Your wallet seed phrase is enough for you to use in retrieving your wallet. Password are not that important if you forget it. This is because if you import your wallet seed phrase to other wallets like Electrum wallet or blue wallet, and many more for you to have access to your wallet.

I hope you did your backed up because if you don't get your seed phrase right, then it will be very difficult, only if you remember your password.

That showed up during the time when you created the wallet, the android version has the same message.

....But you do not use the seed in place of the password. (if that's what you mean)
You must create a new wallet and select the option "I already have a seed" then type your seed phrase when prompted.

If you're on android, tap on the blank space outside of the "Open Wallet" (Password) menu and it'll let you create a new wallet.

Your seed is enough for your coin recovery.

You wallet is not important than for you to use it to access your wallet on the device that you set it. If you forget it, you can create another wallet with your seed phrase and set another password.

Another thing that is very important if you use it is word extension (passphrase). Passphrase is as important as seed phrase. If you lose it, you will lose your coin just like if you lose your seed phrase.

nc50lc helped you already but I see one more thing in your post, it's a big issue in future if you don't change.

You created your wallet, but did not test your backup (what you wrote down) to recover your wallet. It is a mandatory step, testing your backup, to make sure you can use it to recover your wallet and the recover wallet will give you same receiving address (see Receive Address list).

When you finish this step, all is okay, you can start to fund that wallet.

How to backup a seed phrase?

Regardless of which backup scheme you choose, if you don't actually do a test run of restoring a wallet from it, you can't be confident that it will work when you actually need it.

You don't actually need to fund small amount of bitcoin to that wallet, just to test your backup. You can test it with an empty wallet, by simply compare receiving addresses.

Restoring your standard wallet from seed. You can learn something from this guide but note that Electrum no longer give users to create Legacy addresses by default.

I do not go for backup testing unless I am not sure if a seed phrase is truly BIP39 or not. To test that, I can use Electrum to test it or use Iancoleman html file offline (not to generate seed phrase because I do not use JavaScript to generate seed phrase as it is not safe according to some developers). I am just implying that the same wallet should not be used for it.

That's not a bad idea in general but I don't think it's mandatory if you are using a decent wallet such as Electrum. All the wallets I've used, after they generate the seed they ask you to write it down then they won't finish creating the wallet and won't let use it until you type the seed words correctly.
This way you can be sure you wrote down the seed correctly.

The password encrypts your wallet locally, on that computer or phone. It prevents a third-party from finding your wallet file, opening it, and stealing your private keys. 

This is because if you import your wallet seed phrase to other wallets like Electrum wallet or blue wallet, and many more for you to have access to your wallet.

Just a note of caution here for the part in your post which I quoted. Since we are on the Electrum sub and talking about an Electrum wallet, you won't be able to import its native seed into many other wallets. Electrum doesn't use BIP39 seeds like 99% of other crypto wallets. You will be able to import an Electrum seed into Blue Wallet and Sparrow Wallet recognizes Electrum wallet files, but doesn't support importing native Electrum seeds. Other than that, you don't have many options for Electrum seeds.

Frankolala is right about what he posted about this. He knows this and the person that posted this post will also know that password is helping him to let people that does not know his wallet password to access his wallet. I read Frankolala posts again that you first quote and I saw nothing wrong about it. He let the OP understand that only what he needs to retrieve his bitcoin is seed phrase if he does not have access to the password again.

I didn't say that his answer was wrong. I just extended it a bit and offered more information to help OP understand what the password does, and how it differs from private keys and seed phrases. OP obviously doesn't know the difference, which is obvious from the question he asked.
