Every resource on earth is a blessing and each serves different purposes in the world. What we do to those resources or actions taken because of it is being done by us. We choose to be good or bad, and that is why you see people fighting for most of the resources. It is human nature that paved the way for wickedness. So it doesn't stop the people from making good use of the resources that were given to their country. Anyone who wants to be wicked and evil should continue and everyone who wants to be good should as well do is a matter of choice.

Conflicts emerge in this case because human beings are envious and greedy. They can't see another human being being lucky or competent that they immediately want the fruits for themselves as well. But since they can't display the same competency, or can't be lucky to make such findings, they appeal to physical threats and violence. It is always better to have something than to not have it, as by having possession of something new options are open to you about what you can do, so even if there is an additional responsibility that comes naturally from the possession of a new asset, giving it up is not an option, after all if someone won the lottery, do you think that anyone will be crazy enough to give all of that money away and keep nothing for themselves? For example new oil reserves are found in a place like Iran that's a blessing since as a super power Iranians control their own resources and it is used by themselves. Although we could find some downsides as well due to mismanagement.

I think the OP meant "curse" in the title.

It is a natural resource and it runs the world, in literal sense, being a fossil fuel. Finding a oil reserve, but not knowing what to do with it will lead to some company buying the land from you and then ousting you away. So then it becomes a curse.

In either case, you will never be able to compete with the big energy companies of oil, even if you start nicely, you will have to sell out to them. But the objective to note, is that profiting from the sale and the deal should be enough for you to start something new.

As long as the country is stable enough politically discovering oil reserves will be a blessing, definitely better than having no oil at all since the entire system depends on these fossil fuels to run despite there exist renewable energy and EV for example but they are nowhere near the point where these alternatives are mature enough for the world's industrial sector to shift to them.

if a country aren't capable enough to manage oil mining they could easily delegate the means to private company or something like that. so really it's a blessing since if we are speaking frankly anything could be a double edged sword but as long as you know how to take advantage, you will prosper, same with country with big oil reserves. you know discovering oil in a community or in someone lands is a big blessing that's what so many people are praying about, it's totally transformation in where ever it's find i Know of some family in my community they have kept their lands for long but other who have their own have sold their own. But their own was there so one day I asked my father is it that this people don't want to sell the land and so many people have come to price them with a good amount of money they don't want to sell it, my dad said they have reason why they're still keeping it maybe they're waiting so that whenever lands start to get higher in price they would sell it in good rates but not knowing that my dad knows that they have oil in the land that they're keeping for so long. Conflict will always exist if governance is not very good because currently all parties really want petroleum so whatever efforts they make will continue to be made in order to be able to manage petroleum according to their own minds. Not every country in the world will be merciful or play fair, many powers will use the excuse of war and invasion of your countries to blatantly appropriate mineral resources. In most wars in the world, especially in the Middle East, they always give thousands of reasons because of disagreements about religion, culture, and eliminating terrorism...but the ultimate goal is still robbing natural resources to serve national interests.

There is no treasure or natural resources that's a curse, is just about the individual that has been assigned to look after it or what comes from it's sells that matters, i know that people will always say why am i using africa as a case study, yea I will because am from Africa and my country is not doing great in anyway, we have this mineral resources in large quantity in the state where I come from but our government has decided to pay us back with bad, although I know that corruption is everywhere but the corruption in terms of rulership in Africa is nothing to right home about, there is know form of transparency in my country, a country that has many mineral resources but still borrow to finance their budget, unemployment always rising like the price of petroleum product, i think we need change that will impact the life of the citizens positively.

This is not a question you should ask you already answered yourself, oil is a natural resource like other natural resources as well it is the Lord God that has put it their he cannot give what will become a curse to his people discovering oil in your land is a very big blessing but it is the selfishness of men that has made it look  conflict able. People who use their oil well don't live in poverty. Some years back when I visited a village by then NNPC where in a hunt for oil the whole bushes in the village were raided some people were even praying for them to find oil in their land and compound.
