what I notice nowadays government wasn't the same of those days government, why say this it's because this set of people putting their energy in doing fraud are blaming the government for it. Remember that most internet scammers also goes through learning process, "yahoo boys" learns skills on how to scam people, a person that is not enlightened cannot be an internet fraudster. So it is not only people that wants to do something legal that learns skills, it is individual choices to learn good or bad skills. It takes a smart person to become a scammer, so it is not like it's a job for illiterates or unintelligent people, a person needs to think ahead of a scammer in order not to become their victim.

Absolutely,  if only they can channel same energy to same thing that's given their victim money, they will make it too, its very hard to scam people, you have to undergo training on how to scam people,  it's takers months some years before you can win the victim trust. Imagine putting the same energy to meaningful stuff, you will be proud of what you will become. No one is born into this world a genius and for you to be successful, you need to pass through some process of learning before you can become expert in something and find it easy. Learning is not something easy and for you to be successful in something whether legal or illegal, you have to pass that process of learning. It is generally believed that fraud is a simple way of making money, these days you can see a young boy and girl are depressed that they want to learn fraud and make money. To me, there's nothing like learning in fraud, all you need to do is have a social media account and start hunting for a client that will pay you. Actually it's so hard to comprehend rationally how people choose to exerts in same energy and hardwork they can utilize to gain a moral profitable living but rather direct it into nefarious activities.

From my findings it was made clear to me that most of these persons that chooses such criminal path don't do it because they are lazy or unintelligent and uneducated. But it's due to the following reasons:
1. They are greedy.

People who don't understand, think scamming is easy to do.
