Another good tip to save some transaction fees, is to send your transactions during european night that is to say after 9 pm UTC time and during the week-end. The night during the week-end is usually the best AFAIK
I would say I have witnessed this forehand my self about the bitcoin transaction fee been lower during the weekends and most especially the nights period. The fees getting lower in nights is not even usually just the weekend alone but the others days too. Now one thing about getting a lower fees in this case or situations are that the fees are not usually low if the bitcoin network is congested or the fees are high. During the recent hikes of transaction fees I could remember having to wait long periods just to get my transaction sent even during the weekends or night but nothing changed.
