I don't know what you have heard about bitcoin but if you know bitcoin well you will tend to see that real investors buy during price decrease and sell at higher price. it's just a natural mechanism. buy low, sell high.

I don’t know why people should even think about selling when the price is dropping, we should know that when the price is low, it gives opportunity to accumulate more, even if we are already holding, and the price starts dropping, then we should just increase the coin that we are holding, and if we don’t have any money to accumulate when the price drops, then we should just keep on holding the one that we are having and wait for the price to bounce back, and to be in profit.
 
The only people that are supposed to panic when the price keeps on dropping are the newbies that are just entering the market. I know how they will feel when they see their money drop after investing in a coin, but people that have been in the crypto space for some time are not supposed to panic.

It's a norm for one to of selling at any point it's based on one or more circumstances but perhaps it's more obvious for traders to sell even though there is only a little increment in price because they are literally only here for the little price change to take profit, but perhaps one is dedicated into buying bitcoin for investment purposes it's absolutely ridiculous to want to sell your coins or investment when you are in loss already. let's say one gets to buy bitcoin today when the price hit $60k and letter tomorrow the price gets to hit 52kish level and for some reason someone is thinking of selling personally i think its either the person is here for losses or had no value for his or her capital.

Don't sell strength, don't even sell when we appear to be doing nothing.  Nothing can be something when connected to a larger picture, we are queued up for gains is a fair take.   Whether you are waiting weeks months or years for that idea to come to fruition is another matter for debate.

If you are waiting a while for a large move, aren't you glad you had time to add some more in a moderate balanced way.  Betting on an immediate move is another matter but BTC is not in a period where its fair to sell really.

This is just an arbitrary view, 2 day average basically but its resolving positively even when previously challenged.  Most often that's my conclusion; sell extreme hype and vapid empty volume moves possibly but that's not especially true for now.

Waiting for 10k would be sadly far too extreme, even if you did believe that scenario better to feather your buying which is to bring some scaling in your acquisition of BTC.   So if you did think 10k, dont be so absolute but buy some from 20k downwards, add in more the lower it goes and so on.  This is something which will add more to your aim, also never forget the dollar price cannot be a fixed thing as Dollar itself is losing value so how could that work out really.

The other thing that is so very hard to do but you must adjust your aim.   You have to look at the performance of BTC or whatever asset you which to consider and adjust, evaluate all the changes that have occurred and then update your plan.   Again to be rigid and unchanging will not result in the profit hoped for, its far harder to be the person who can change and adapt.

Historically speaking, the crypto market is bullish during the final 3 months of the year because of seasonality like the "Halloween Effect" and the "Christmas Effect". To answer your question, it depends on your goals. If you're goal is to make money in the short term (like months only), it's still a good time to buy Bitcoin. I don't think it's always a good idea to sell your assets when the market is going down unless we are entering a bear market which in this case, we aren't.

While nothing is certain, but I agree with you that the bitcoin price correction is over after 6 months and we are entering another growth phase.

But I won't give short-term investment advice on bitcoin because after all, the future is still unpredictable. There is no guarantee that Q4 will be a bullish, there is no guarantee that history always repeats itself without change.
