Not really, if AI is to use by the casino to make the gamblers life more difficult then what is the use of the AI.

The perfect case is to implement such an Artificial Intelligence system where the casino analyze the gambling habits of a gambler as at which time he login the gambling site, how long he plays and how much money he spends. Based on that, the AI can either suggest the gambler to quit or use less or more funds and in extreme cases. may restrict the gambler to gamble for certain time if he exceeds certain threshold.
