They will freeze the funds if the user refuses to provide KYC information. It's clearly mentioned in their AML procedure ( 7.8 ) . But I agree with you Royse, it would be better if they would just refunded it.

7.8.If you refuse to provide data about the origin of the funds sent or provide false data, and if the data you provide confirms your connection to criminal activity, Plutonex has the right to freeze the funds for the subsequent return of funds to the victims with the assistance of law enforcement agencies.
