Most likely the one who gets it is the previous or earlier prediction which has a greater chance of getting it. But I don't know the rules here, let's just wait for @Peanutswar's answer.

The first one who makes the prediction. I do often notice people prediction if there's a same and let them have the chance to change but rarely happens.

You can consider adding a rule "If two or more than two users made the same price prediction, then the first one will be prioritized."
It will save you the trouble of comparing the user's prediction.
