I am from UK and a few exchanges I like to use do not let me deposit with GBP so I buy USDT elsewhere and then send to the exchange I wasn’t to use.

I have noticed in recent days that the fee varies to send USDT from one exchange to another - a few days ago the fee was 3% but the other day when I last tried it was over 10%.

Is there a best time of day to send USDT to another Exchange or is the fee random each time?

What exchange do you use in making those transactions? I don't think there is any legit exchange that charges a fee based on percentage, and aside from the Ethereum network withdrawing USDT from one exchange to either your external wallet or another exchange, the fee rate is always between $0.1 and $1 depending on the network of your choice. 
 
Fee charges they charge you are not based on time of the day maybe that's how the exchange charges but it's abnormal the only time I see fee skyrocketing is fee the network you are using is congested and there is an increase in fee value.

First, you should not use an exchange to hold your USDT. Create a personal wallet (there are plenty of options) where you only pay network fees and nothing else.

And secondly, you should make sure to choose a proper network. If you're using Ethereum avoid that. Polygon or Tron networks are some good cheap options. For Polygon, it shouldn't cost you more then a couple of cents to send, and for Tron, it's probably a couple of dollars maximum. And if you're withdrawing from an exchange, it's probably not going to be anything above 1-2 USDT to withdraw.

You mean the fee and not the fee rate. Also the fee can range from $0 depending on the network. The last transaction I did using USDT on optimism, the fee was $0.025. It was 0 on Not network. I noticed the fee on Polygon, Arbitrum and many other networks are also very cheap.

It could have been the case that the exchange you are using might have increased their withdrawal fees.
It's unlikely that the withdrawal fees keep changing daily and so may be it's just a one time thing.
Exchanges do change withdrawal fees but not regularly and only if the network fees has increased significantly.
Another option you can consider is to opt for altcoins like TRX and MATIC which have lower withdrawal fees.
You can buy such altcoins and then transfer to the exchange you want to use and then exchange them back to the coin you like eg. USDT.
Point to note as @OmegaStarScream have mentioned already that do not HODL your coins on exchange for a long duration.
Consider using non-custodial wallets if you want to hold coins for longer durations.

OP, you should already know everything if you check out this given site, it has detailed information for every fee that each Exchange requires.

But if the fee intended by the OP reaches $10 for the USDT network, it looks strange, and it's not clear what exchange it is using.

I only spent at most $1 to send USDT to other exchanges without thinking about when to send it and to be cheaper to use other networks such as Arbitrum, Optimism, TRON, POLYGON etc., it will be under $1 and depends on the exchange as well.

Have just tried to do it via Tron network for first time but doesn’t seem to work.

When I put in the tron address to use on Coinbase it says ‘please enter valid phone number, address or email’.

I have just checked how much it would be to send $20 USDT via ETH network and it is $1.51 which seems pretty high? 7.5%

Could you please show a screenshot of you pasting the address, and the error? Maybe you're selecting the wrong network?

As for the fees, then it shouldn't be based on the amount you're sending. So if you change that amount to 500$. The fees should remain around the same. Unless you're actually seeing the percentage written on the page.

I am trying to send my USDT from Coinbase.

Have just tried to do it via Tron network for first time but doesn’t seem to work.
See what Coinbase do with Tether USDT and you will see your problem.

If they don't support USDT on TRC20, they can have an alert for users with a message like "We don't support USDT on TRC20, and only support it on ERC20. Please use ERC20 chain for your USDT transactions".

I believe that technically they can easily build a tool to detect what address type belongs to what blockchain. It's popular on many centralized exchanges, but it seems Coinbase don't want to do it. Assume your information of this weird notification is true.

It looks like coinbase has dynamic fee structure for withdrawal which is why I can't able to find any fee chart and there was time when people complaining coinbase charged over $50 for withdrawing via ETH network so I am not sure they really charge based on the amount you're trying to withdraw or just only based on the changes in network condition.

My assumption is if the fee for $20 is $1.5 then it will be same for $30 or $1000 too so it's not like they are charging 7.5%< you're withdrawing too less to cover the withdrawal fee.

I have noticed in recent days that the fee varies to send USDT from one exchange to another - a few days ago the fee was 3% but the other day when I last tried it was over 10%.

Is there a best time of day to send USDT to another Exchange or is the fee random each time?

There is no perfect time to exchange your money from one exchange to another, anytime you can do that and I don’t think your location will determine how much fee you’ll pay for each transaction. For sending USDT between exchanges, the free relatively low and I don’t think you should pay above $1.5 except when you’re using Ethereum chain wish is very high. Asides that, all USDT transactions for other networks varies between $0 and $1.5 which most of them are fix on $1. Exchanges can change the fees to charge when transferring from one exchange to another but I don’t think they happen often.

Choosing the ETH network for withdrawals certainly requires higher fees, it depends on how much the ETH network gas fee is at that time,
and on average it is quite expensive for ETH network withdrawals.

But if you try to convert USDT to USDC you may get some other networks and free withdrawals, only the network fees are charged.

I have just checked how much it would be to send $20 USDT via ETH network and it is $1.51 which seems pretty high? 7.5%
Coinbase does not support USDT on the tron network as tranthidung has explained. This is why they didn't recognize your address and said it's invalid.
You'll have to withdraw usdt on the Ethereum network or just choose another coin which has lower withdrawal fees.

Regarding the $1.5 they are charging, it's actually not that high considering you are withdrawing from a centralized exchange. Some exchanges charge way higher fees for withdrawals on the Ethereum network.
Those fees are usually calculated based on the network condition and not based on the amount to be withdrawn.

Normally, it will ask for your phone number, and email address if you are not registered on the Coinbase exchange it also requires KYC before you can able to withdraw from the Coinbase exchange.

If you want to withdraw the USDT from their exchange you need to provide them.
The bad thing is why did you use the Coinbase exchange instead of Coinbase self custodial wallet?
The self custodial doesn't ask for phone number and email when withdrawing.

And take note their tron network asks for $1 fees if you want the cheaper one Check the optimism it's around $0.1 cents it should also support almost all exchanges.

The fee you mentioned isn't high compared to other exchanges. It depends on what network you are using and each network have their own transaction fee when you transfer your usdt. Since you wanted to send your usdt to aj exchange then I guess you are trying to buy other crypto using usdt but after that you should use a wallet that is non-custodial where you have full control of it compared to storing in exchange platforms.

Why stick with the ETH network if you can use other networks? Coinbase exchange have multiple network supported listed from here
ETH fees is pretty expensive if you want to withdraw your funds on the cheapest way, then check any of these Optimism, Arbitrum, Avalanche C-Chain.
Optimism is what I usually use because it offers sometimes below 10 cents and it supports most of the well-known exchanges.

Can you tell us what another exchange you are talking about? Let me check if it supports most of these networks.
