I don't think 3x the bet is too high an amount for users - after all they can still bet on the minimum bet if they just want to meet the requirements before withdrawing their balance.

But you mustn't forget that the expenses for (large) signature campaigns with many participants - I'm thinking of the early days of Roobet or BC.Game as examples here - do cost a lot. Especially in the beginning, the turnover (let alone the profits) of new casinos isnt that high so that the campaign costs can be recouped quickly.
