Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a transaction fee.

My guess is that the boom of cellphones made a lot of battery producers rich and powerful enough to push the electric car production, even if recycling the batteries is not yet economically feasible. The fact that oil finally has competition is good, but the problem stays the same - propaganda/lobbying still costs less then real ecology Sad
