They don't care nor have sympathy to their victims since their main intention is to get money from those innocent people. You just pointed out a possible way to reduce the high level of scam but there are other reasons why people reporting the app may not really help out,( 1) most of the app owners pay people to give good ratings to the app even when they know that the application is a scam app and since the social media platforms is mostly monetize most people now do anything just to make money online.( 2) The people who want to start using the scam apps are too lazy to do a proper findings people registering the app so they sometimes don't even check the reviews before they register once they hear that it doubles their money in few hours they will be bent on investing not minding the outcome.

I think scammers will keep being successful in scamming people until people realize that making money online requires a lot of wisdom, knowledge and hard work.

The original intent for review and star ratings is to let others know that yest this is indeed working or not. Your sister should have known from the onset that the fake reviews and rating will mislead others. What was she expecting from people who promised to pay her if she can give them a positive feedback and 5 star rating. She should have known it's a scam, because if you are legit, you shouldn't be paying people to give you positive feedback and rate you high. The signs were there but she was just consumed by her greed to make money from them. Is she aware that her fake reviews and rating is going to mislead other people? Please advise her to go and edit her previous fake review about the platform, and tell people about here real experience with the App. This will save others who truly rely on feedback and review from app store. Sometimes you can still refer those people whom the system asks you to refer and still end up getting scammed by the system. I have been in a program back then before I got exposed to crypto where I was asked to refer about 8 people before I could qualify to withdraw that which was promised, but after meeting the refer requirement, they still end up asking me to make some fee to verify that I'm human, which was where I discovered that they are pure scams; they just need to use the referral system to drag traffic to their site.

When we download an application, and they discover that the application is a scam application, then what we are supposed to do is just go back to the Play Store to give a negative review about the app and give them a one star rating. I know even with a negative review and a low ranking, some people will still go ahead and download the application, but it’s going to save lots of people, immediately anyone sees a negative review, they will stay away from the application, and it’s going to help lots of people, but most people don’t even care about going back to give a review. 
 
When we discover any scam strategy, we are supposed to take our time to share it with people, because you are being scammed doesn’t mean you should keep quiet so that other people are also going to be scammed, it doesn’t really make sense.
