This is a very thoughtful initiative you brought about to be happening once every year. But what happens if none of us guess the raffle draw right? Since the number to pick on is from 1-99. I am not sure there will be up to 100 full member ranks and above that will respond to this raffle draw.

The raffle draw is about a random number that will be picked from the raffle draw. If the number you choose becomes the number CryptSafe picks from the raffle draw, then you will become the winner of the raffle draw.

He's going to chose a random block number on the  blockchain network to announce the winner

As stated in OP the raffle will stay open until all slots are filled - if the decision to close it before it is full (say it takes too long to fill) then the blocks will still decide, If the block hash last 2 numbers do not constitute a winning selection, I would then go with the next consecutive block - until a winner is chosen.

So, all you need to do to participate is select a number that has not yet been chosen (no random and if you select one already selected, I will post HERE in the thread that you need to reselect.
As stated in OP the raffle is open until all spots are filled - once they have been all filled, I will select a future Bitcoin block that is at least 10 blocks past the closing of the raffle. Then the winner will be selected by using the last 2 numbers in the blocks hash.

Thanks for the detailed explanation @ MoparMiningLLC, as with this, users will be rest assured of having a transparent and fair play in the selection of whoever will emerge the winner of this Raffle Draw Contest. So however, I will like to participate by chosing a number.
