I think everyone should spend some time learning how to read the kernel logs, it's way too simple on Antminers (slightly harder on Whatsminer, and a nightmare on Avalons), every time your miner doesn't start, the first thing to search for is the word 'find', this is standard across all Antminer gears, just hit Ctrl+F and type 'find', a perfect board would usually find full asic count on the first trial (marked as 0), a drying board might take 3 attempts, a dead board like the one you have will not wake up regardless.
Your chain 2 which is chain 3 in real life, is dead, but the good thing is, it shows 6 Asics, so go google S19k bro hashboard diagram, you will be able to see which one is chain 6, try to visually inspect the status of chip 7, it would be under the heatsink but look for solder balls or loose stuff, another option be putting in a sealed plastic bag and into the freezer for a day or two.
Next time, pay strong attention to the fan direction, and even better, stop buying these crappy miners that don't have the simplest temp protection mechanism.
