Which pools or miners accept fee-rate below 1sat/vbyte and how?

Usually it is their own transactions that are broadcasted together with blocks found by them.

If you're a normal Bitcoin user, consider 1 sat/vbyte is a minimal fee rate you can use for your transaction. Bitcoin nodes from miners can have their own setups to exclude transactions with fee rates lower than a number like 1 sat/vbyte or whatever.

That’s pretty hard to tell because miners won’t reveal their fees threshold publicly. The default implementation rejects fees below 1 sat/vbyte and by extension, most miners won’t be able to see these transactions in the first place because they’re so poorly propagated.

As of now, most miners to my knowledge require transactions which are directly propagated to them to be paying an extra fee directly to the pool. These transactions are not rare.

Perhaps transactions with fee below 1 sat/vbyte can be accepted but that's basically the choice of the miners whether to accept or reject it but its practically possible.

You can see in the mempool that the minimum is usually 1 sat/vB, but I’ve read that there are cases where miners accept transactions below that, though it’s pretty rare. Not sure what your purpose is for asking this, OP, but considering transaction fees are very cheap right now, 1 sat/vB is fine. Just keep in mind that the confirmation time might take longer than usual.

Minimum miners are paying these days is 1 sat/vB, but we usually see in mempool.space is something around 5 sat/vB, so I would not risk going with bear minimum.
Back in the days it would be possible to sent bitcoin transaction without any fees, but mining today is more about profit.
You can however always start your own mining operations even with solo miner, but don't expect it to be very profitable.

Since the supermajority of the full nodes use the default settings which means they do not relay any transaction with a fee below 1 sat/vb, even if you found a miner who would mine such transactions you would need their IP address so that you could push your tx directly to their mempool. And they don't reveal that kind of information...

There are Bitcoin nodes do customization for their node configurations, but challenge for you is, you don't know where are these nodes and their IP addresses.

Probably meaningless if the propagation is poor, ie. if majority of the network doesn’t lower their mintxrelayfee Miners probably has a custom implementation of a Bitcoin node so it wouldn’t be out of the realm of possibility that they would include these in their mempool (miners regularly mine nonstandard transactions anyways).

 I’m inclined to think that certain miners would operate in this manner. However, its probably difficult to tell given that mempools are often filled with txes paying above the minrelayfee.
