As far as I know, Trump has no way of deciding on the national reserve issue himself, the president does not have much power when it comes to national reserves. Any bill relating to national reserves must be considered by Congress, no one has authority in this matter, not even the president.
I know everyone is excited about the bitcoin reserve plan but we should know that Trump cannot decide on that and it will take a lot of time.

Congress is controlled by republicans with a slim majority, but even then it would be hard to pass the bill because not all the republicans agree that a strategic bitcoin reserve is a good idea.

I also don't think it's the case with Trump - he wants to follow the biggest and the coin with the most prestige out there - and make it "US-made".
He wants the US to be ahead of the world, and Bitcoin seems like the way to do it, simply because it's the biggest and shiniest for him, in my opinion.

Yes of course, We saw how MARA pool just endorsed Trump in a very creative way on the blockchain, and they are Bitcoin miners. But it would largely depend on the people under him who are actually responsible for getting the stuff done. Fortunately that does not include Elon (he and Vivek were yeeted into a self-destructing DOGE capsule), but that still requires support from a lot of the people working for him.
