If it's more of an update then it's better to keep it in the old thread by changing the title or post with the desired update in there, then it's a double thread that's not allowed (if I'm not mistaken) and should lock one of them.

They don’t know that each time they create a new thread instead of making use of the existing thread it makes them look like a newbie casino just coming to the forum for the first time; I’m sure if they had stuck to the first one and remained consistent with they activities here so may people would know then but instead we have to go and check their profile to see if it’s a casino we have interacted with before or not.

You can lock the other threads yourself and drop an update (as an edit so you don't bump them up) on them redirecting to this one. Major difference in mod locking is that you won't be able to unlock it if you wanted to, but if you don't plan to do that, locking it yourself works.

From what I read above it shows that they have requested for mod to lock their previous thread which I think is not  right to lock the already existing threads and focus here. But even if they must lock that previous thread it's always advisable to go make official announcements then Link this new thread from the old thread for people to know what is happening to their announcement thread.

There is nothing wrong with having new ANN thread and asking mod to lock the older thread or lock by themselves, something normal here unless it is done many times.
Announce the new thread on the old thread before it is locked is better but not a must because sooner or later the new one or the active one will be the one noticed by most members here especially if the new thread is having good activities from themselves and from other members.
Even if there are some players who know about this casino from the old thread and they want to ask something, they will find this new thread as well later once they noticed that the old thread is locked already.
