We think you are promoting the scam service because of your replies so far. However, if you are not promoting this scam, then you should completely avoid this service. I don't know why you keep updating us with what the scammers told you, the 'activation fee' is a scam, and if you pay it, you've been scammed and they will ask you for more, do you even understand what we are telling you here.
This user is suspicious. He/she seems a scammer himself/herself. The $19,000 isn't his/her, to begin with.
He/she claimed this:
I already have 19k there
But then he/she also said that:
I made the account for him and he sold it to a third guy..so basically I won from all of this but the guy who put the 19k inside stopped answering at all
But prior to this, he/she mentioned that:
I got it through a guy that I work with
OP doesn't look trustworthy at all. He/she's into buying and selling all kinds of verified accounts, even bank accounts, also Bitcoin and Ethereum wallets. This user isn't asking an innocent question. By the looks of it, OP is trying to steal money from somebody else.
