Does an account like get be locked or Blocked after such action?
I hope it does to prevent such spamming.

Unfortunately, such post post doesn't have the weigh to ban the account unless the account is spam posting all over the forum, but AFAIR its only temp ban.
For such post, i recommend reporting it to the mods as off topic and spam, obviously it will be deleted soon.

Thanks to moderators, the user in question was nuked and that means that he/she has been banned permanently.
