There is supposed to be a whole team that cares about the president's communications and monitors his social media accounts. I doubt very much that anyone from the president's team, whether from his party or his presidential aides, was consulted and agreed to the idea. Rather, I expect that the president actually made a serious communication mistake, regardless of whether he intended to do so or not.
The president's professional profile indicates that he is an expert economist and has more than 20 published academic papers, and therefore he cannot be ignorant of the cryptocurrency market, especially since there have been official discussions about the impact of cryptocurrencies on the future of Argentina, meaning that he knows what a cryptocurrency means. Is there anyone who would believe that he published investment advice on his account without verifying it?
