I think 5 million usd is kind of a ridiculous number to ask for a deal like this. $2m would be a more realistic number imo. A person with that kind of wealth can live his dream life anywhere in the world anyways. $5m for a green card is not a good deal unless there are other deal sweeteners. (Like lifetime low income tax, free health care etc) Otherwise I don’t see anyone taking that deal unless he made his fortune from doing something shady. (You know major illegal shit) and I don’t think the Don wants to invite that kind of people in. Then what’s the point? He won’t find 10 million people who’ll take this deal. It ain’t happening.
