This is what is happening: The US goverment makes a display of public aggressiveness about topic XYZ, such as "tarifs with Mexico", "tarifs with Canada", "cut supplies to Ukraine", "threaten to leave NATO", leave the OMS (Global Health Organisation), cut the US Aid... etc..

And then you see what happens and back-off as required.

I am not sure where this guy learnt about how international negotiations are done. Problably nowhere. However this is not a neutral strategy. Once you back-off, the situation no longer returns to normal and what were your partners are no longer trusting you. Trump is dilapidating the (not that great) reliability and reputation of the US which cannot be recovered.
