They can do whatever they want to do with it; they will likely add it to their reserves. I don't think they need to explain this to anyone; its not even in their terms what they are going to do with it, and it cannot be questioned unless they confiscate it without due process.
To avoid this, gamblers just need to follow the terms, and they are good to go if they are not comfortable with the terms; they can just play elsewhere.

In my estimation what the casino does after confirmations that the users broke the terms and conditions a d can prove it beyond any reasonable doubt and then the case is closed, they put the money back into the business. Unless it is a case that involves the government then the money is handled to them but for cases like double accounts, that money goes back into the business.

Thats why we do have so called terms and conditions on which it do clearly state up at the time that we do make out such account on a certain platform. It clearly stated that they do have the rights on blocking such account as long it do violates those terms and conditions then there's nothing we can do. In regarding about into the amounts involved into a certain account then we dont know if they do keep those money for themselves on which this is really that likely to happen or common sense since you have violated their rules. Are we talking about laws or what they should actually do?
By the law, the money should be treated like this:
- any deposits the player has made and are still intact should be returned to the player, no matter how many accounts and how much or if or not he has met his wager requirement
- all money that has bet as long as the best are not fraudulent (fixed matches, bugs in the app) are still valid bets and the money are still owned by the client
- money lost uses the same reasoning, the money is lost forever.

By law the casino can't keep any of those funds, either give it to the player or to the authorities.

The terms and conditions of the guidelines must be followed if want everything to be safe and under control. If the account has no problems or has been verified by KYC, it should be possible to submit an appeal to the support contact and it can still be handled by the team. However, if the account has problems and is not verified, it could be your own fault. I believe there must be absolutely good reasons supporting the reasons for a casino to have the right to seize a customers funds after having closed their accounts due to negligence or stubbornness or ignorance.
Some of the laws  and regulations of a particular region or place may allow the casino to retain seized funds or pay it into the government wallet after the gambler has been judged guilty either for money laundering claims, fraud or other severe crimes against the rules and ethics of the gambling community. It is difficult to say exactly what is done with the money, but I think it is within their rights to claim the amount of money because the said Gambler has defaulted. It is also possible that the amount of money is just left dormant in the account, and it goes along with the account because regardless of the amount of money that is deposited in the gambling account, I don't think it is enough or something substantial that a casino will have a lot of interest in, except so.

We don't know. Maybe keep it for a couple of years if they are still operating and then that has to be added to the funds if it's not retrieved nor refunded. But as much as possible, before they close accounts they're refunding all of these money back to that users before they're totally shutdown and blocked. They have to authority on what they can do with that money because that is their platform and they have all the say in it.

OP, account suspension are basically as a result of ignorance on the part of the gambler as you have clearly stated but this happens in different dimensions.
If the account is suspected to be found wanting for money laundering, terrorism etc  could be seized by the government but if as a result of the player's greed and cheating the casino would possibly take the money and would not likely return it but some casinos are considerate, they return deposit while some do not do so.
In all, every casino has rules governing them so it would be in the interest of gamblers to obey them if they must continue to play with them otherwise they should just leave the casino and never get close to them.

We don't know what the casino does but I think that they are held there, I am one of such gamblers that locked out my account intentionally and indefinitely at the Stake casino because I saw that they were not correct regarding the RTP they were advertising. I had a bit of money in that account but I absolutely do not give the slightest shit about that money, the casino can do whatever they want with them if it were for me though most likely if I write an email to them to reinstate my account I am pretty sure it will be reinstated with the funds left there. I didn't violate any rules but choose by myself to ban myself there for eternity because I don't believe them in what they do advertise in their games, coming back to your question most likely they don't move the money anywhere although an account may be banned. Seriously this is entirely bad I must say blocking of accounts and depriving the gamblers of their funds, I think this is one medium in which this Casinos owners enrich themselves and moreso it's quite a high chance of money laundering and i don't think they give out such money to any authority or whatsoever, I haven't heard of such yes one can be subjected to such mistakes and have their accounts blocked and compromised but it's not the duty of the casino to have the gamblers funds to themselves.
