It will be good if low rank members can not post on this board but admin will not allow that because low rank members may bring a loan service. But it will be good if newbies are not allowed to post on this forum. You have only two posts and you have no good reputation yet on this forum.
No on can lend you anything. You can not see anyone that can lend you even $1.
I think that question has already been asked in the meta, but the reactions are more obvious.
As for enabling newbies to start a lending service, they can always buy a copper membership and open their own lending thread. I imagine that if they have money to lend, the copper membership will not be too much of an expense.
For newbies looking to offer lending services, paying for a copper membership account won't be a big deal and that separates the serious newbies from the ordinary newbies when it comes to offering a service on the forum.
But those sets of newbies requesting for loans are the main issues here not allowing anyone below copper members to post on the lending board is most needed right now.
