I think it's just when they lose that actually makes sense? Since when they win, the casino would have to pay an additional amount in addition to the bet that the referred player won so doesn't really make sense for them to do so, at least from a business perspective. AFAIK referral commission is a percentage of the rakeback which means the one who invite you will earn commission regardless if the affiliate will lose or win on his bet.
