With an alt coin, if the developer team lives, can an outside team come and take over the project (can they do it without the original devs team consent?

I guess my question is, are these open source like Wikipedia where anyone can edit the coin? or how does it work?

They can get in contact in the community and potential exchanges that use the coin and release a fork to the coin's blockchain. If the majority of users use their fork, thet you couls call it "official". But acceptance from a whole community is not something easy to get.

Use the source, Luke...

But most coins either need hard forking to implement chances (requiring massive support from followers), which works best if you have access to their GitHub account. That requires a password, so you do the math.
