www.bitstamp.net exchange. They operate in EU SEPA zone, and I want to transfer my funds to mtgox as cheaply as possible. If there is anybody who wants to withdraw his funds from mtgox to SEPA account we can exchange mtgox and bitstamp coupons. I get my money to mtgox, you get yours to bitstamp (from where you can withdraw to SEPA account). They charge $0.9 per withdrawal.
There is no minimum amount. We can exchange only $1 if you like. Max amount is $1000.
