The bolded^{by me} part is simply not true. The requirement to have received a minimum of 50 merit in last 120 days was there from the beginning and definitely not added or edited recently (see scraped edit history and first version: https://bitlist.co/post/65312590/versions). It's mentioned twice in the original post, one in section Rules and Requirements: and the second in the application template.

And btw your current application post is still there and unedited...
