Scammers are very smart and intelligent because they really have ideas on how to do things but the issue is that most times, situations makes themgo into such and when they begin, they find it very hard stopping it because of the money they get from it and the life standard they already started living and all these makes it very difficult for them to make a u turn from it.

For instance, hackers could be employed by the government to work for them, but when the government does not have such capacity, they sort themselves out by hacking for survival, and this trend keeps repeating itself, so on and so forth, without any way to remedy the situation.

You are right, people who are educated are now going into scam, I'm not giving an excuse for such a vice but this is as a result of a failed government. After people have gone through the university studying a course of three to five years then running other programs they are not given even a single hope to get a job. Ignorance is indeed a disease to say, but when one is in the know of how things are done, they do not fall victim to any scam that comes their way. Scammers are wise and smart as well, they know when they ask you a question on call if you are knowledgeable to discard them but if not they would continue and in some cases, they even call back to continue with conversation because they know you have no clues and not informed of their acts, so they take advantage of you to undo you. It takes a level of research and constant surfing the internet to get updated, but not many people have the time to do such for reasons best known to them. In order to stay safe, it would be nice one keep themselves updated with the current happenings in society so they are not taken unawares.
