In the present era, although casinos have been banned in many countries for religious reasons, people from those countries are still involved in gambling. Basically, I think that the way casinos are promoted on online platforms nowadays, people are able to create accounts there very easily. If the government bans casinos, there are no rules here, but they can still access them through VPN, it is very natural. However, since casinos are currently approved in many countries in different ways and can be played both offline and online. Basically, when a casino is approved in a country, the government has to pay a fee from there, which can lead to financial development for a country.
As you have pointed out, of course it is correct, citizens of every country can easily access casinos as they wish even if there are restrictions in their country. Most of the youth are currently moving towards gambling only to meet their financial needs, but here those who are lucky are able to win and those who are unlucky lose, and many become addicted and lose control.

I agree that banning hardly works, as people can easily bypass restrictions using VPNs and continue playing on foreign sites, while the government loses revenue and control. It is much more effective to regulate the market: set taxes, inform about the risks, support those struggling with addiction, frame gambling as entertainment, not career.
That gives more freedom to adults to decide how they want to spend their time and money, allows casinos to operate officially, and potentially brings money into the state budget.

Op, is absolutely correct gambling can never be banned entirely no matter how they implement or execute it because of the age we are into I mean the era we are. Even those country we do heard the government has ban gambling, if we check  or carry out analysis well you will find out that some of these countries are gambling more than those countries that are not on ban. If a government can not create good job employment and opportunities then what is the need of stopping people from gambling knowing fully well that most persons are feeding from there. There are extent some people has gotten to in this gambling, there are some certain job you will offer them they will turn down your offer because of how much they are getting from gambling.

Unemployment is one of the reasons why people gamble that's right but it is actually a lazy excuse because gambling isn't much of an alternative...people gamble with the wishful thinking of becoming financially stable thought it with zero guarantees of achieving this...we are no longer in the stone ages so the government of any country cannot fully put a stop to gambling, people would still find a way to gamble

Governments don't care about citizens at all. They don't care about their individual needs, dreams and goals. All they do is to simply act trying to avoid social convulsion and generalized chaos. And by forbidding gambling, that is what governments try to do, because they fear people end wasting all their money on gambling games, boosting discontent among the population, since besides not having jobs and a decent financial condition, they are also losing the few they have to gambling.

As you can see, governments care for their own survival, while the survival of the population is just a consequence and a mean to avoid complete uprising.

If enough job opportunities could be created, perhaps unemployed youth would not be addicted to gambling.

You don't necessarily need to look into their own aspect I mean in terms of what they will lose if they finally ban gamble in a particular country, what you need to be considering is the rate of addicted gamblers in the country. How did you feel when you see this addicted gamblers? You are right, in countries where gambling is banned for what ever reason, gambling is still heavily being participated in but like you said, it's no longer legally,  this is the difference.

I remember back in 2022 or so when our previous government banned Twitter (now known as X) in the entire country, they government directed all network providers here in my country to cut all their users and subscribers access to Twitter and so did the network providers do, every one in the country turned to VPN as means of gaining access to the X platform, and so were we illegally accessing twiter for about 5 to 6 months before they lifted the ban.

A ban doesn't shot people out completely from accessing a thing, gambling for example, it only makes access to gambling from that moment illegal and those who don't care about what legal and whats not legal will continue to gamble.

Similarly in my country gambling is prohibited but even so there are still many people who do it, sometimes I think even though they are trying to minimize the number of addicted people but this does not help at all, also at this time they seem to support gambling even though this is against the law in my country, so I conclude that they also benefit and at this time they are not too tough on gambling, just giving ordinary appeals without any consequences to deter addicts.

It may be that many countries do not legalize casino gambling, but the general public in those countries is widely involved in casino gambling. If governments issue warnings against casinos on TV media, then it will be revealed that the government is not able to control casino gambling. It may also be that the government does not advertise awareness about casino gambling in order to hide the weakness of the government so that it does not become apparent. If casinos were legalized, then governments could advertise against gambling to raise public awareness. such advertisements are not useful because gamblers will try to prioritize their own profits first.
