OP literary just mentioned what was in the PM. I don't know if you understood his post. It was something like
Meanwhile, the link shared contains a spoofing/phishing domain hidden underneath it which on clicking redirects to a website that looks like a bitcointalk login page.
It was something a3 phishing /wordpress login something
I was redirected but bitcointalk forum was not displayed.
there was no https but url was of some bitcointalk topic.

Unfortunately, that’s the most users get when they find themselves on the wrong side of the rules here. It becomes more difficult for them to create new accounts though but should they manage it, be rest assured same scheme wouldn’t be so effective should users keep on reporting such activities.
I almost never click any link that just pops out of the blue and most of all, a link that redirects me to a different/mirror page.
What other things are done to the regular offenders?
The offender must know as community rules are rules if someone breaks once he must be forgiven but then he will do again
Harm for community means people lossing intrest on something which is made on a good block.
