I think that is a bit odd, If it were only required to take a selfie once, then it wouldn't be a problem, but if it were required every time you engage in gambling, then that is very disturbing or annoying. It might be appropriate for verifying the user's age, thus preventing minors from gambling, but the policy still leaves room for abuse, as we know that there is a possibility that minors have close adult friends, which could potentially lead to abuse. So, I think it still requires further development regarding the policy, and perhaps the relevant communities in those countries could provide input on it, as that might be helpful in making future decisions, especially regarding some of the issues as I mentioned.

I feel it's more of an overall control on check-ins than it is like a casino restraining order for the minors like you said? Unless they already had an initial plan of controlling the system in a way that'll curb the cases of addiction in gambling and crimes that stems as a result of it.

This could be a means to control minors from using gambling app but I don't think that's the major motive behind it. The number of minors gambling is minute and it doesn't matter much for the government who gambles till they keep getting the commission. It's more about knowing the people who are gambling and finding where they are bringing their money from and where they are taking it. In short its more for countering money laundering.
This is among the new form of KYC. Even the banks in my country are now asking me to take a selfie stating I don't have to visit the branch to do a physical KYC. If this step prevents minors from gambling, then I think this is a good step. That's too much for your privacy for a casino asking that. I also use some PAGCOR licensed casino but never experience such KYC, i haven't even given my personal info yet. Well, for minors, those wallet apps can actually prevent those since they have those info to connect these casinos.

It seems that all the KYC procedures that we have seen on exchangers will be applied to casinos as well. Until now, I haven't faced any such verification from any of the casinos that I visit for playing. However, if I see such a casino, I will avoid it. Ofc it's an extra layer of security for countries that had serious gambling problems, but I find it a bit strict.
