Well, essentially all the junk that was forcibly quarantined in the newb section was spread everywhere else: spambots, begging posts, stupid begginers questions in the Bitcoin subforum etc.
This. Before you could just avoid the newbie section and you were fine, now you need to avoid most of the forum.

What were the reasons for removing newbie hell again starting to forget remember it had opposite arguments Now that we have seen the grass on both sides think the whitelist system was the way to go on this one Then again with activity would take 1.5 months to escape without whitelisting

I'm not sure if any reason was given publicly, it just went one day, but I imagine white-listing to be a bit of a pain and pretty time-consuming for the mods.

Yes, please bring it back. At least once a day I am flagging a spam comment or an alt coin post in bitcoin discussion.
And the amount of n00bs who actually do not like Bitcoin is idiotic (probably all created by Paul Krugman).
At leave provide the option of an auto-ignore on all people with less than X amount of posts.

Only one or so? You're easily annoyed, but maybe an ignore all newbies setting may be beneficial to some.

How do you make it clear? Think all the info was there when you sign up and also in the stickie, but people tend to not read it and just skip past it.

Maybe as a layer above the site when you log in for the first time that will not go away for 10-15 seconds, containing info about newbie permissions?

If you follow hliariousandco, that's all I see. Padding that post count More on topic, the currency exchange board is all newbies asking to buy or sell BTC. Suspect this is the same issue in lending and other areas of marketplace.
