Well, suing the casino and dragging it to court and all this stuff is only possible if the casino operates within the same jurisdiction where you reside, because only then it will be easy for you to take the case to the court and fight for the money they owe and you should only do that if the amount is significant enough which means that even after all the expenses you will need to go through if you decide to sue them, you should still get a good sum left behind for you, because you will obviously need to spend some money if you decide to do that, hiring a lawyer, doing so much travelling, etc.

Sadly, they'll say that they have the right to keep someone's winning if they're asked for additional requirement and they didn't comply. That's why if you've got huge funds and winnings in them, you'll have to adhere the rules if they asked you to do so.
